The Government of the Republic of the Union of Myanmar has received credit from the International Development Association towards the cost of Telecommunications Sector Reform Project, and it intends to hire international standardization expert to support MoTC to implement the regulatory framework for telecommunication (radio) equipment, testing and certification system and pertaining standards.
The Ministry of Transport and Communications now invites eligible Expert to indicate their interest in providing the Services. Interested Expert must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services mentioned in ToR.
Standardization Expert that shall be hired to provide the services and shall possess the following minimum requirement and experience:
- Holding Master of Science Degree in Relevant field such as Electronics or Telecommunication.
- Full working knowledge (in writing and orally) of English.
- Working practical knowledge in process of National Standardization (in writing and orally) of English.
- Having the minimum work experience of 10 years in both Government and Private Sector in the field of radiocommunication and regulatory affairs working for policy maker, regulatory body, mobile operators or regional or intergovernmental organization such as ITU, APT,ASEAN and UN.
- Hand on experience in developing information and communication technology related to standardization of telecommunication equipment.
- Extensive knowledge of ICT updates.
- Practical experiences in advising the creation and development of Information and Communication Technology in the standardization of telecommunication equipment in at least 2 countries.
- Strong skill and knowledge of international standards and control frameworks in standardization of ICT Equipment and services.
- Knowledge of development issues facing developing countries particularly related to implementation of standardization.
- Well organized and results oriented, ability to work under minimal supervision;
- Proactive, able to take initiative and ensure adequate and rapid follow-up actions;
- Strong inter-personal skills and ability to coordinate activities with a diverse set of stakeholders;
- Ability to communicate effectively;
- Ability to work in multicultural environment;
- Ability to work in difficult conditions and spending extensive time in the field;
- Ability to work under time pressure and effectively meet deadlines; and
- Strong Writing, Presentation and Reporting .
The engagement shall be 4 Months.
The attention of interested Expert is drawn to paragraph 1.9, on Conflict of Interest, of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
